The revision of the EU Directive governing the EU ETS mandates the European Securities and Markets Authority (ESMA) to ensure the integrity and transparency of the European carbon market.

This includes monitoring market volatility, price trends, auction operations, trading activities in emission allowances and derivatives (including over-the-counter trades), as well as assessing liquidity, trading volumes, and the behavior of market participants, including financial intermediaries’ positions.

To fulfill this responsibility, ESMA publishes an annual EU carbon market report with comprehensive insights and analysis. The report is structured as follows:
