European countries must to set up energy efficiency schemes to achieve yearly energy savings of 1.5% of annual energy sales to final consumers.
One of the measures to achieve this target is through White Certificates, a document that proves the reduction of energy consumption has taken place. Energy producers can use the certificate for their own compliance target or sell them to other parties who cannot meet theirs.
