What are the Dutch Dispensation Rights (DPR)?
The Dutch Dispensation Rights (DPRs) are a compliance instrument introduced alongside the EU ETS. They apply to emissions from ETS1 companies, waste incinerators, and nitrous oxide emitters. Companies subject to the tariff must pay a fixed CO₂ price per ton emitted, which increases annually. DPRs (in Dutch: Dispensatierecht) are OTC tradeable certificates, each representing the right to emit 1 tonne of CO₂.
